The 20-year-old winger has moved to London Road for an undisclosed fee and has signed a three-year deal with Posh.
"The chairman Darragh MacAnthony has again backed me to the hilt," manager Darren Ferguson told the club's official website.
"Tommy can play in a number of positions and he is a very good signing."
